T he second week of the COVID Public Inquiry’s hearing has brought to light the extent to which the UK Government’s pandemic preparation failed bereaved families.
Katherine Hammond, head of the civil contingencies secretariat, admitted that the government had not prepared for lockdowns. Instead, as David Cameron revealed on Tuesday, the focus was almost entirely on the risk of an influenza pandemic, with no stockpiling of PPE and a disregard for recommendations from their own modelling, such as ‘Exercise Alice’.
